Organize a city system of sleep boxes looking like V cans.
P.S. It would definitely work in Moscow because of traffic problems. People have to go to work early to avoid traffic jams and the same traffic jams make them come home late. So instead of wasting time on the road they can make up for the lack of sleep using this service. The boxes can be placed near business centers for example.
The price should be moderate. There can be also a system of something like season tickets for the regular users.
